In 1996, General Motors (GM) shut down its major vehicle assembly plant in North Tarrytown, New York, after an 82-year run. The loss of thousands of jobs and millions in tax revenue sent a shockwave through the local economy. The 97-acre riverfront property sat in limbo and the village, now known as Sleepy Hollow, struggled. For 17 years, the site attracted prospective developers for its Hudson riverside potential.
