New Camp Parks gate is step toward big Dublin development

DUBLIN — A developer begins building a new main entrance to the Camp Parks Reserve training center on Wednesday, carrying out the first part of a deal allowing construction of a 1,500-home community on base land.

Irvine-based SunCal will build the new main gate and a visitor center over the next year on the western side of the base at Dougherty Road and Eighth Street.

It will replace a much plainer temporary entrance on Dublin Boulevard in the southern part of the base, where SunCal has plans to build a master community connecting western and eastern Dublin.

Under the deal, SunCal must construct the gate plus several other buildings and improvements on base that the company estimates will add up to about $66 million. The gate is the first improvement.

In return, SunCal gets 180 acres of base land for the Dublin Crossings master community near the Dublin/Pleasanton BART station.

“We see it as a fair deal,” said Dan Gannod, a Camp Parks spokesman. “We get improvement and facilities at no cost. SunCal gets the land, and the city gets a project that adds to its tax base.”

SunCal proposes some 1,500 houses plus stores, businesses, a 12-acre school site, and a large city park.

Dublin city and school officials and the developers are holding discussions aimed at refining details in the plan before it is submitted to public hearings and city council review, said Linda Smith, Dublin’s community development director.

One issue being discussed is how to pay for public services in the new community, including maintenance of a large proposed park, without overburdening the city, Dublin officials said.

The size of the new park also may be up in the air. City Council members have discussed a park as large as 46 acres, but they also have indicated a willingness to consider a smaller one.

SunCal and city officials said this week they do have a time table to submitting a development plan to the Dublin City Council.

David Soyka, a SunCal senior vice present, said Tuesday that the proposed homes will be within walking distance of the BART station.

“We think this will be a very successful transit-oriented development,” he said.

The Army selected SunCal in October, 2008 as the master developer for the project on the southern part of the base.

According to its website, SunCal’s developments elsewhere include Amerige Heights in Fullerton, Lincoln Crossing near Sacramento, Westport at Mandalay Bay in Oxnard and Serrano Heights in Orange.
